| Salina City Commissioner Alan Jilka said Monday he opposes what he sees growing into an unintended entitlement program — the divvying up of a portion of the receipts from the city’s quarter-cent sales tax.Jilka voiced similar opposition to some of last year’s human services requests. Monday he again called sustaining nonprofit enterprises from year to year a distortion of the original purpose of the program.“These things do appear to be becoming an entitlement,” said Commissioner Abner Perney. “In a way, tying it to the sales tax puts a term limit on it. But we haven’t actually held up our hands and said this is all through in 2010 (the year the tax is scheduled to expire).”The tax, approved by voters in 2004, generates $123,600 set aside in the proposed 2009 budget for human services. Commissioners have discussed financing a new aquatic center by asking voters in November to renew the 1/4-cent sales tax and increase it by 1/8 of a cent, for a combined 3/8-cent tax. |
